Monmouth County has received a $206,000 federal grant from the Department of Defense to prepare a Joint Land Use Study (JLUS) for Naval Weapons Station Earle.
A cooperative land use planning effort between affected local government entities and the military installation, the project looks to create compatible development measures to keep the base operational, while also looking out for the surrounding public’s health, safety, and welfare. When land use decisions impair the effectiveness of a military base, the utility of the installation and its mission can be compromised. Mission constraints can lead to base closure. Monmouth County will contribute $32,500 in staff time and materials to the study.

Senator Jennifer Beck, Assemblywoman Mary Pat Angelini, Assemblywoman Caroline Casagrande, Monmouth County Freeholder Tom Arnone, and Neptune Township Committeeman Randy Bishop offered the following statement Monday to update residents on the progress being made in the effort to dredge Shark River state navigation channels:
“This project is closer to reality than ever before. This is a result of years of work coordinating with the many agencies that have authority over this project. This project focuses on what we can do, dredge the state navigation channels of the river” Arnone explained, a former Neptune City Mayor. “A project like this has to have full cooperation from the federal, state, county, and municipal governments. It has been a long process, but one that is moving forward”.
There are two permits necessary to move forward with the project: one from the New Jersey Department of Environmental Protection, and the second from the US Army Corps of Engineers. NJ DOT has submitted applications for both permits. The State hopes to bid this project in time for a late-summer project award. If a responsive bid is received, and the selected contractor chooses, dredging could potentially begin later this year. The contractor may be given the option to conduct the work over two dredging seasons if necessary.

A Howell man who was arrested two weeks ago for masturbating in front of a juvenile in the public bathroom at a fast food restaurant on Route 35 in Wall Township is facing a dozen new charges after additional victims were identified, announced Acting Monmouth County Prosecutor Christopher J. Gramiccioni.
Gregory S. Rittman, 49, of Howell Township, was arrested on Friday, Oct. 24, 2014, after authorities received a report from an employee at a McDonald’s that described lewd behavior witnessed by an 8-year-old juvenile, near the sink in the men’s bathroom of the restaurant. Rittman was charged with one count each of second degree Sexual Assault, third degree Endangering the Welfare of a Child, fourth degree Lewdness and a disorderly persons charge of Harassment. He was released after posting $73,000 bail with no 10-percent option, as set by Monmouth County Superior Court Judge Teresa A. Kondrup-Coyle, J.S.C.
News of Rittman’s October arrest, which included his picture, prompted three additional victims to come forward.

The horrendous attack of a Belmar homeless man, David Ivins, has already resulted in new legislation being proposed.
Monmouth County Republican Assembly Members Dave Rible and Mary Pat Angelini, along with Assembly Republican Conference Leader Jon Bramnick of Westfield, Union County, announced that they will sponsor legislation that will increase penalities for recording and distributing an assault:

“A perpetrator videotaping a crime and using the video to re-live the event is a horrendous act and deserves a more severe penalty,” said Bramnick.
Measure Would Increase Penalties for Taping and Posting Video of an Assault
Assembly Republican Whip Dave Rible, Assemblywoman Mary Pat Angelini, and Assembly Republican Conference Leader Jon Bramnick announced that they will sponsor legislation that increase penalties and mandate jail time for videotaping and distributing the recording of an assault.
The Assembly members are sponsoring this legislation in response to a recent attack in which two teenagers beat a homeless man in Wall Township while they videotaped and then posted the attack on the Internet.
“The action taken by these two boys is completely outrageous and calls for serious jail time,” said Rible. “There needs to be severe repercussions put into place to ensure that no one else attempts to reenact this inexcusable attack on an innocent person.”
Two young men followed and attacked a homeless man in a wooded area of Wall Township. They beat the man and then stole his bike while they openly mocked him, videotaping the whole incident as it occurred.
“It is absolutely appalling that two young men found it amusing to stalk and attack a homeless man,” said Angelini. “The fact that the young men posted the attack on the Internet as if it was entertainment is frightening and we must send a clear message that this behavior will not be tolerated in our state.”
Under this legislation, videotaping and distributing the recording of an assault will result in an automatic second degree aggravated assault charge. A person convicted of a second degree aggravated assault charge is subject to 5-10 years in prison and a fine of up to $150,000.
While the attack certainly warrants a response, do we really need another law?
Is this proposed law even advisable? According to the news reports about this incident, we wouldn’t even know it happen or who did it if the alleged perpetrators had not taped the attack and put it on YouTube.
