Middletown Bank Hosts Emerging Artists

Colonial American Bank and the Monmouth Museum are exhibiting the work of Monmouth County’s emerging artists, Gary Dates, photographer and Jane Dell, mixed media painter, at the bank’s Middletown branch, 1405 Rt 35 (Middletown Plaza) starting tomorrow, March 7 through May.

The exhibition kicks off with an opening reception tomorrow from 5-7.  The reception is free and open to the public.

Bayshore Tea Party Preparing Primary Slate for LD 13, County Offices

The Bayshore Tea Party Group is preparing a primary slate to challenge 13th district legislators, Senator Joe Kyrillos and Assembly Members Amy Handlin and Declan O’Scanlon, and county office holders, Sheriff Shaun Golden and Freeholders Tom Arnone and Serena DiMaso, according to the group’s co-founder Barbara Gonzalez.

Gonzalez told MoreMonmouthMusings that the group has six candidates who are clearing their potential candidacies with their families and employers.  She wouldn’t name any of the candidates but expects to make a formal announcement next week.  If the slate declares, they will bypass the Monmouth GOP convention on March 23 and file to run in the June 4 Republican primary.

Gonzalez said that former Highlands Mayor Anna Little, who twice ran and won in Congressional primaries with the group’s backing, is not one of the candidates.

“Johnny Cash Is A Friend Of Mine:” A Story of Two Remarkable Lives

Open Letter to Monmouth Freeholders: You don’t need a park in Asbury

[PRELIMINARY NOTE TO FREEHOLDERS:  I KNOW YOU ARE BUSY.  IF YOU CAN’T READ ALL OF THIS ABOUT WHY YOU SHOULDN’T BUY A PARK IN ASBURY, SKIP TO REASON #6 BELOW.  BUT I HOPE YOU WILL TAKE THE TIME TO READ THE WHOLE LETTER]

Asbury Park is everyone’s business.  Why?  The rest of the taxpayers in the State of New Jersey spend $60 million annually on the schools.   Even though the High School graduates only about 95 students, they just installed an $800,000.00 turf football field.  Go Blue Bishops.

The City turns to the State of New Jersey annually for $10-12 million to close their budget gap.

So yes –  the business of Asbury Park is everyone’s business.  We should all closely monitor their elections, but since they hold non-partisan elections in May they get ignored.  

Now I’m not here to beat up the City by the Sea, the Urban Sand, my beloved childhood home of Asbury Park.   If anyone cares to know I’ll gladly regale you with lectures on how Asbury Park got to be where it is (it isn’t just their fault) and how they should get to where they need to go.

But blog space compels me to limit my words to one issue at a time, and that issue right now has to do with the Monmouth County Parks Commission possibly purchasing a piece of land on Asbury Park’s beachfront.

Whatever you do, my dear Freeholders, don’t buy it.

Freeholders Introduce Budget With $6.3 Million Spending Decrease

The Monmouth County Freeholders did more than fight over Andrew Lucas’ farm last week before voting to approve their portion of the $1.152 million purchase of his development rights.

By a unanimous 5-0 vote the all Republican board introduced a 2013 budget that reduces county spending by $6.3 million.  The amount to be raised by property taxes will remain at the 2010 level.  Spending is budgeted to be below 2008 levels.

“We continue to face the pressures of increased fixed costs and reduced revenues, but were able to reduce the total budget below 2008 levels and maintain a zero increase to the tax levy,” Freeholder Director Thomas A. Arnone said. “As has been the case for the past several years, county departments were asked to cut their budget allocation proportionately to help this board reduce the impact on the taxpayers.”

The budget appropriates $481 million in spending. $302,475,000 will be raised from property taxes.  The remaining $178.525 million comes from federal and state funds, shared services agreements, and fees.

Freeholder Gary Rich noted that the county has reduced its workforce by 15% since 2008.

While the freeholders introduced a budget that reduces spending and keeps the tax levy flat, they also passed a resolution that allows them to increase the tax levy by 3.5%.

The county budget is tentatively scheduled for adoption at 7 p.m. March 28, following a public hearing. The freeholders will make a PowerPoint presentation on the budget March 5 at the Monmouth County Eastern Branch Library, Route 35, Shrewsbury and at 7 p.m. March 19 at the Monmouth County Library Headquarters on Symmes Drive, Manalapan. The public is invited to attend and offer comments.

Democratic Freeholder Candidates Slam Lucas Farm Deal

The Democratic candidates for Monmouth County Freeholder are not waiting to get into campaign mode.

Brian Froelich and Lawrence Luttrell were endorsed by the Monmouth County Democratic Party last Saturday.  Today they issued a statement blasting the “all-Republican monopoly on the Freeholder Board” over the 3-2 split decision to pay Manalapan Township Committeeman Andrew Lucas $1.152 million for the development rights to his farm.

Froelich and Luttrell also promoted Lucas to a “GOP boss.”

 

“Once again, the all-Republican monopoly on the Freeholder Board has  exercised its power against the interests of Monmouth County residents,” said Froelich. “This time, the Freeholders granted a $1.15  million-dollar payday to one of their own in the guise of ‘farmland  preservation.’ Whether it is preservation bonuses, pension privileges,  or old-fashioned patronage, this Board continues to remind us that  absolute power corrupts absolutely.”

 

“Clearly, there is an apparent conflict of interest with this land deal,” added  Luttrell, a former prosecutor. “This November, Monmouth County residents will have a chance to elect fair-minded watchdogs that will restrain  this biased and unbalanced Freeholder Board. Shame on Freeholder Serena  DiMaso for voting to give taxpayer money away to one of her political  cronies. This needs to change in November.”

General election for Monmouth County Freeholder takes place Tuesday, November 5th.

Lucas Farm Purchase Approved By Manalapan, Freeholders

Andrew Lucas will finally get his $1,152,000.

After almost three years since the Manalapan Township Committee Member purchased a 97 acre farm in Iron Ore Road, the Manalapan Township Committe and the Monmouth County Board of Freeholders approved the funding of their respective portion of the purchase of the development rights to the property.  Manalapan is paying $186,969.10 of the purchase price. Monmouth County is paying $277,920. The balance is coming from State coffers for the purpose of Open Space preservation.

Manalapan’s all Republican Committee approved their funds, 2-1, on Wednesday evening, according to ManalapanPatch.  Committeeman Ryan Green voted no. Deputy Mayor Jordan Maskowitz abstained.  Mayor Susan Cohen, the Monmouth GOP Vice Chair, and Committeeman Donald Holland voted to approve the purchase.  Lucas recused himself from the proceedings.  Maskowitz and Lucas are both up for reelection this November.

The isssue was heated at the Monmouth County Board of Freeholders meeting last night, with John Curley accusing his fellow freeholder, Lillian Burry, of colluding with Lucas. Lucas hosted a fundraiser for Burry at the farm in 2011, according to the Asbuy Park Press.   The APP said the exchanges between Curley and Burry were so intense that Freeholder Director Tom Arnone called multiple recesses.  Arnone voted with Curely against the purchased.  Gary Rich and Serena DiMaso joined Burry in voting for the purchase.

Democratic Freeholder candidate Lawrence Luttrell asked Burry to recuse herself.  County Counsel Andrea Bazer advised Burry that she had no conflict that would prevent her from voting.

Former Middletown Democratic Township Commitee candidate Linda Baum also spoke against the purchase on ethical grounds.

The issue has been controversial for years because, while he recused himself from voting as a committee member on the purchase, Lucas participated in deliberations about the transaction.  The State Local Finance Board approved the ethics of Lucas’ participation due to the fact that he sought the advice of the Township’s attorney.  In their opinion, the Finance Board indicated that they would be issuing new rules to cover future similar circumstances.

Criminal Defense Attorney Will Challenge Golden For Sheriff

Rueben Scolavino, Esq., of Freehold will be nominated for Sheriff by the Monmouth County Democrats this morning at their convention in Asbury Park.

Scolavino promotes himself as a Toms River DWI lawyer who “will not stop until he reaches a favorable outcome,” on his website, tomsriverdui.com

In addition to his DWI practice, Scolavino defends high profile cases including homicides, sexual assaults, drug trafficking,  and white collar crime. He is an adjunct professor at his alma matter, William Paterson University and has given guest lectures at Rutgers and Kean universities, according to his website.

In 2011, he defended a corrections officer from Northern State Prison in Newark and the Adult Diagnostic and Treatment Center in Avenel who pled guilty to smuggling cell phones and drugs into the prisons, according to a Star Ledger report.

Freeholders Promoting Jersey Shore Tourism

It is now February and the question on Monmouth County residents’ minds is what is The Board of Chosen Freeholders doing to help restore the shore since undergoing the wrath of Super Storm Sandy. Let me begin by saying that the Board’s primary goal at this time is to get the word out to as many people as humanly possible that the Jersey Shore is thriving and up and running. How is this being accomplished? To mention just a few things, for starters our  Department of Tourism is pulling out all the stops in one enormous effort to ensure that we can expect to see not only the usual visitors that frequent the shore communities in Monmouth County  but engage and encourage new visitors to see what Monmouth County has to offer.

For instance last month a Tourism Representative attended the Philadelphia Inquirer Travel Show in Valley Forge PA.  There were over 200 vendors present at the show. Attendance at the show which was held Saturday-Sunday January 26^th and 27th was estimated to be well over 2,000 people. The Monmouth County presence was aimed at letting people know we are still the place you want to be. This past week our Department of Tourism was present for the Atlantic City Boat Show at the Atlantic City Convention Center.  Attendance at this 5-day show was estimated to be over 3,000 people. A concerted effort was made by our stellar tourism team to make sure that everyone present was made fully aware that Jersey Shore is flourishing and Open for Business.

Lucas Farm Purchase Stalled in Manalapan

Manalapan Township Committeeman Andrew Lucas’ $1.152 million sale of the development rights to a farm in owns in the Township was not approved by his colleagues on the committee this evening.  The motion to approve the Township’s $187,000 contribution to the the purchased failed on a 2-2 vote.

Committeeman Ryan Green first moved to table the purchase due to incomplete documentation.  Committeeman Jordan Maskowitz voted with Green to table the purchase.   Mayor Susan Cohen and Committeeman Donald Holland voted against tabling.   Cohen and Holland then voted to approve the purchase. Green and Maskowitz voted no.  Lucas the fifth member of the committee recused himself from voting on the purchase of his own property.

Green told MMM that Lucas left the dais when the matter came up and left the building.  Lucas did not return for the remainder of the Township Committee meeting.

Green said he has not decided how he would vote when and if the documentation for the sale is completed.

Monmouth County’s portion of the purchase is on the agenda for tomorrow’s meeting of the Board of Chosen Freeholders.  The Freeholders will not proceed without Manalapan’s portion of the purchase being approved, according to Freeholder Director Tom Arnone.

Lucas, Manalapan’s former mayor and a former GOP candidate for freeholder, purchased the farm which had been slated for development in March of 2010 for an undisclosed amount. Soon thereafter he started the process of selling the development rights, for $1.152 million, through funding through the State, County and Township. Lucas participated on Township Committee discussions of his application.

The purchase approved by the Freeholder Board in May of 2011 was held up by an ethics complaint filed by former Manalapan Mayor George Spodak.  The State Agriculture Development Committee conditioned its funding on an satisfactory ethics review of the transaction.  Local Finance Board Chairman Thomas Neff wrote Lucas in September of last year to inform him that his application had been approved because he consulted with the Manalapan Township Attorney about his application.  Neff’s letter also said that the Board would use Lucas’s case to provide clear guidance to future office holders to recuse themselves from applications that they have an interest in.

Arnone and Freeholder John Curley have announced that they oppose the purchase of the Lucas farm.  Freeholder Lillian Burry supports the purchase. Deputy Director Serena DiMaso and Freeholder Gary Rich have not announced how they would vote on the purchase should it make it out of Manalapan.
